Interesting. You know, if you want to heal, buff, and debuff, Thermal Radiation can do all three (so can Radiation Emission, but it favors debuffs over buffing and healing). Thermal is basically Sonic Resonance and Empathy combined. There’s some differences from Cold Domination, though.

The armors you apply to others are resistance-based instead of defense-based, that means instead of reducing the chance allies will struck, you’re reducing the damage they take when they are hit. You’d miss out on things like Sleet, Frostwork, and Heat Loss, but for the most part Heat Exhaustion is Benumb, you’d gain AoE and single target heals, plus a rez that can damage enemies. The main downside would be your ability to debuff being limited to just Heat Exhaustion and Melt Armor, which are the last two abilities you get from that pool and both of which have an accuracy check when means they can miss.

If you go with Cold Domination, Electric Blast can work out well by combining Heat Loss with Short Circuit and Ball Lightening to rapidly drain the enemy’s endurance and recovery, which is how -end/-rec are properly used. I wouldn’t advice pairing Electric Blast with Empathy or Thermal, because they’re very involving supports, and Electric Blast’s endurance drain only works well if you get up on the enemy fast and rapidly drain their endurance faster than the group can kill them, or when soloing faster than they can kill you.

That said, Electric Blast is designed to work even without the ability to drain the enemy’s endurance, but you’ll be relying more on Volcanic Sentinel (psudo-pet) to do damage and Tesla Cage to hold problem targets.
