2) In a rational world, sure. Have you ever tried having a rational conversation with a child? What if the child never had a reason to grow up because all her problems were solved for her? You can set up as many contingencies as you want, if the kid doesn’t suffer the consequences of failure they’ll have no reason to learn from a mistake, or that there’s ever a reason to learn from a mistake. Your proposal would create a society of self-entitlement, where everypony feels they deserve something simply for completing a task, regardless of the results. I don’t know where you come form, but that’s not how Equestria works.
And how often is that compensation balanced? Either you or the other pony is going to get gouged. Far more often than not you’re better off or you got next to nothing in return. Is that compensation? Is that fair? If it’s not fair, who’s at fault? Are they evil for taking/keeping more than they deserve, or were they just looking out for themselves, regardless of how much it might hurt the other party?
There’s how things should work, and then there’s reality.
3) No no no. As far as I know there hasn’t been a case of Rotting Horn Disease in centuries. It’s just one of those things you learn about in school and it sticks with you. Nightmare fuel for street urchin because it’s linked to poor hygiene.
