Epoch could only travel to specific points in time, but I’d still go with that.
The DeLorean is too unstable. It breaks down at the drop of a major plot-point.
The Doctor’s booth might be nice, if I needed a place to live. But in the end, I’d probably use the Epoch to just cruise around most of the time.
Time travel is too dangerous.
